Kad Ipága-hinghi (/glɑ/ /hinˈxi/ [curve] [butt]) is a temperate Small City located in the Mididïleghi Principality of the Nutheli.
The name Kad Ipága-hinghi is derived from the Goblin language, as Kad Ipága-hinghi was founded by Mrirrui, who was culturaly Gnoll.
Climate
Kad Ipága-hinghi has a yearly average temperature of 1°C (33°F), with its average temperature during the summer being an icy 17°C (62°F) and its average temperature during the winter being a cold -14°C (7°F). Kad Ipága-hinghi receives an average of 247 cm/y (97 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Kad Ipága-hinghi covers an area of nearly 16 km2 (6 mi2), and an average elevation of 2528 m (8293 ft) above sea level.
Overview
Kad Ipága-hinghi was founded durring the early 15th century in fall of the year 1408, by Mrirrui. The establishment of Kad Ipága-hinghi suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.
Kad Ipága-hinghi was built using the conventions of Gnoll durring the early 15th century. Naturaly, all settlmentss have their own look to them, and Kad Ipága-hinghi is no diffrent. The city's buildings feature plaster covered brickwork used to form structures with an emphasis on symmetry, proportion, geometry and the regularity of parts. Orderly arrangements of columns, pilasters and lintels, as well as the use of semicircular arches, hemispherical domes, niches and aediculae can be found everywhere such that only size of building and yard can be used to measure the general prosparity of a given building's owners due to a general wealthy feeling the style gives off.
Kad Ipága-hinghi is buildings are arranged arround a network of premissive cobblestone streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The city sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. Kad Ipága-hinghi's walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the city's walls were not designed with defence in mind but rather lending the town a certain air with visitors. Kad Ipága-hinghi's boondoggle-of-a-fortified wall are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the city as needed.
The first thing you notice about Kad Ipága-hinghi is the large sign at the entrance welcoming you to their humble city. Children come up to you and say hi, some asking if you’ve fought any big monsters, and others just zipping away after their hello. The adults are much the same. By the time you’ve made it a significant way into the town you’ve been invited to a tavern for a pint to drink in exchange for news of the world. You’ve also had no less than three older women give you a sweetroll and direct your attention to their still unmarried children. It would be creepy if it wasn't so sincere.
Civic Infrastructure
Kad Ipága-hinghi has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Kad Ipága-hinghi has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kad Ipága-hinghi. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kad Ipága-hinghi's parks.
Kad Ipága-hinghi has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kad Ipága-hinghi.
Kad Ipága-hinghi has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.

Kad Ipága-hinghi has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kad Ipága-hinghi has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kad Ipága-hinghi's public wards, blessings, and other arcane systems.
Kad Ipága-hinghi possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Small City. Kad Ipága-hinghi's grid is powered by hydrogalvanic generators.
Kad Ipága-hinghi's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Kad Ipága-hinghi has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kad Ipága-hinghi's natural decorations nor waterways.
Kad Ipága-hinghi has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Kad Ipága-hinghi has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Kad Ipága-hinghi has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
One or more crime bosses have a powerful influence within Kad Ipága-hinghi. They may control crime within the community itself, or they may use it simply as a safe haven from which to direct their minions elsewhere. Local law enforcement may know all about them, but lack the strength to confront them and their paid or intimidated henchmen.
Kad Ipága-hinghi's garrison was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.
In Kad Ipága-hinghi sometimes, near one of the seasonal solstices, the sun appears to split into three and it rains from a clear sky for several hours.
The Leshy, Gourd near Kad Ipága-hinghi are known to be almost tame, such that they can be put to domestic use.
Kad Ipága-hinghi's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves sex to channel Summoning energies of tier 2 via speaking in tongues.
